May 8, 2017 – MONTHLY TOWN BOARD MEETING FOR TOWN OF FRANKLIN
The May monthly meeting for the Town of Franklin was called to order at 7:00 p.m. by Chairman Dick Wochos, followed by the Pledge of Allegiance.
Officers present: Dick Wochos, Jim Wacek, Katie Duckart, Judy Kunesh and Joan Raisleger.
Jim Wacek made a motion to approve the agenda. Katie Duckart seconded the motion. Motion carried.
Jim Wacek made a motion to accept the minutes as printed from the April Town Board meeting. Katie Duckart seconded the motion. Motion carried.
Treasurer Judy Kunesh presented the Treasurer’s Report, which shows a balance of $117,139.39. Katie Duckart made a motion to accept the Treasurer’s report. Jim Wacek seconded the motion, and the motion carried.
Zoning Administrator Jeanne Swagel reported that she issued one building permit this month. She also asked the Town Board if building permits need to be issued for sheds that are constructed on skids. Clerk Raisleger will ask our assessor at open book if these structures are assessed and get back to Jeanne and the Town Board.
County Board Supervisor Ron Paider reported that County Administrator Scott Feldt will be giving the annual county report on May 16th, and that there will be a meeting on June 7th regarding water testing.
First Responder Suzi Sevcik reported that they had one call this past month, and that it took 35 minutes for the ambulance to arrive. She also stated that they will need new AED adult and children’s pads.
Katie Duckart made a motion to reappoint Keith Christman to another 3-year term to the Zoning Board of Appeals. Jim Wacek seconded the motion and the motion carried.
The Implements of Husbandry guidelines set forth by the townships in Kewaunee County and some of the Door County townships were discussed. It was decided that the Town Clerk will mail a copy of these guidelines to the following farms; Deer Run Dairy, Wayne and Sandy Bradley Farms, Clifford and Charlotte Nysse Farms, Glenn and Jerome Steinhorst Farms, Dale Demmin Farm and Tom Rabas Farm.
Clerk Raisleger reported that the Town has received an extension for updating its zoning ordinances for an additional year, with the extension expiring December 31, 2018.
Town Orders #95 to #107 were discussed, approved and paid.
Our next monthly Town Board meeting will be Monday, June 12, 2017 at 7:00 p.m. at the Franklin Town Hall/Community Center.
There being no further discussion, the May Town Board meeting was adjourned at 7:50 p.m.

May 15, 2017 – Special Town Board Meeting
A special Town Board meeting was called to order by Chairman Wochos on May 15, 2017 at 6:00 pm.
This meeting was held to open the bids for road repair projects for 2017. One bid was received and it was from Scott Construction, Inc. Katie Duckart made a motion to accept the bid from Scott Construction, Inc. for the following roads: Langes Corner Road from Schweiner Road east-.28 mile by 19-21 feet for $11,955.00, 88 ton spot cold mix wedging, 20% double seal and a full hot oil chip seal coat; and for Wochos Road from County J to Old Settlers Road-1.0 mile by 20 feet for $32,740.00, 220 ton spot cold mix wedging and a full hot oil chip seal coat, for total amount of $44,695.00. Jim Wacek seconded the motion and the motion carried.
