July 10, 2017 – MONTHLY TOWN BOARD MEETING FOR TOWN OF FRANKLIN
The July monthly meeting for the Town of Franklin was called to order at 7:00 p.m. by Chairman Dick Wochos, followed by the Pledge of Allegiance.
Officers present: Dick Wochos, Jim Wacek, Katie Duckart, Judy Kunesh and Joan Raisleger.
Katie Duckart made a motion to approve the agenda. Jim Wacek seconded the motion. Motion carried.
Jim Wacek made a motion to accept the minutes as printed from the June Town Board meeting. Katie Duckart seconded the motion. Motion carried.
Treasurer Judy Kunesh presented the Treasurer’s Report, which shows a balance of $106,239.01. Katie Duckart made a motion to accept the Treasurer’s report. Jim Wacek seconded the motion, and the motion carried.
Mark and Dawn Pietroske appeared before the Town Board regarding a large rescue dog on the Scott Hanna property that has attacked their dog twice. Pietroskes reported that the Hannas want to build an 8’ fence to keep the dog from roaming the neighborhood. Town Ordinances do not include the construction of 8’ fences for residential property. Katie will contact the Wisconsin Towns Association for advice on this matter.
Zoning Administrator Jeanne Swagel issued eight building permits this past month.
Ron Paider and Suzi Sevcik did not attend our meeting.
Jim Wacek made a motion to reappoint Tom Konop to a 3-year term to the Comprehensive Planning Commission. Katie Duckart seconded the motion. The motion carried.
Katie Duckart made a motion to reappoint Kevin Bradley to a 3-year term to the Comprehensive Planning Commission. Jim Wacek seconded the motion. The motion carried.
Jim Wacek made a motion to rescind Resolution 2017-2 authorizing the borrowing of $131,140.00 from the Denmark State Bank for the Bolt Road TRID project. The motion was seconded by Katie Duckart. The motion carried.
Katie Duckart made a motion to approve Resolution 2017-3 authorizing the borrowing of funds from the Denmark State Bank not to exceed $160,000.00 for the Bolt Road TRID Project. Jim Wacek seconded the motion. Motion carried.
A temporary barrier for Bridge P31-0084 on Old Settlers Road was next on the agenda. After some discussion, the Town Board decided to table this matter until the August meeting.
The annual Town Board visit to Deer Run Dairy and the Wayne Bradley farm will be either July 17th or July 18th. Chairman Wochos will advise the Town Clerk of the date and time so that she can post a notice at the Town Hall regarding this visit.
Town Orders #129 to #140 were discussed, approved and paid.
Our next monthly Town Board meeting will be Monday, August 14, 2017 at 7:00 p.m. at the Franklin Town Hall/Community Center.
There being no further discussion, the July Town Board meeting was adjourned at 7:55 p.m.
