March 13, 2017 – MONTHLY TOWN BOARD MEETING FOR TOWN OF FRANKLIN
The March monthly meeting for the Town of Franklin was called to order at 7:00 p.m. by Chairman Dick Wochos, followed by the Pledge of Allegiance.
Officers present: Dick Wochos, Jim Wacek, Katie Duckart, Judy Kunesh and Joan Raisleger.
Katie Duckart made a motion to approve the agenda. Jim Wacek seconded the motion. Motion carried.
Jim Wacek made a motion to accept the minutes as printed from the January Town Board meeting. Katie Duckart seconded the motion. Motion carried.
Treasurer Judy Kunesh presented the Treasurer’s Report, which shows a balance of $202,770.40. Jim Wacek made a motion to accept the Treasurer’s report. Katie Duckart seconded the motion, and the motion carried.
Todd DeGrave reported that a UWGB student contacted him about speaking with someone about the demographics for our township. Clerk Raisleger will contact her.
Zoning Administrator Jeanne Swagel reported two building permits being issued during the month.
County Board Supervisor Ron Paider did not attend the meeting.
First Responder Suzi Sevcik reported that there may be an issue with County Rescue on being available for transports. Chairman Wochos will follow up on this issue.
Katie Duckart made a motion to appoint Dale Demmin as an alternate to the Comprehensive Planning Commission for a three-year term. Jim Wacek seconded the motion and the motion carried.
A representative of Ayres Associates did not appear at our meeting as scheduled. Chairman Wochos reported that Ayres Associates will be publishing the notices in the Denmark News for the Bolt Road project.
Jim Wacek made a motion to approve the 2017-2018 contract with the Denmark Fire Department for the sum of $25,732.00. Katie Duckart seconded the motion and the motion carried.
Katie Duckart made a motion to approve the 2017-2018 contract with the Tisch Mills Fire Department for the sum of $18,387.75. Jim Wacek seconded the motion and the motion carried.
Clerk Raisleger then announced that the election workers for April 4, 2017 election will be Joyce Wacek, Jeanne Wochos, Sandy Lemens, Rita Pribyl, Tina Peterson and Cathy Karman.
Clerk Raisleger announced that the Open Book will be held on May 16, 2017 from 5-7 p.m. and the Board of Review will be June 10, 2017 from 11:30 a.m. until 1:30 p.m.
The next item on the agenda was the Amanda Brunette unpaid garbage fees. After some discussion, Treasurer Kunesh will send another bill and also send a copy to the landlord.
Chairman Wochos reported that the total fee to be paid by PI Tower Development for the proposed cell tower will be $3,000 at the time of issuing of the building permit.
The Town Board is recommending to the Planning Commission that residential driveways be 40 feet in width and field driveways be 60 feet in width.
Discussion followed about the new online building permits being implemented by the State. Zoning Administrator Jeanne Swagel reported that this will only apply to new home construction and there will be 3 different ways to report it. This new policy will start January 2, 2018.
Town Orders #34 to #68 were discussed, approved and paid.
Our next monthly Town Board meeting will be Monday, April 10, 2017 at 7:00 p.m. at the Franklin Town Hall/Community Center.
There being no further discussion, the March Town Board meeting was adjourned at 8:p.m.
