April 10, 2017 – MONTHLY TOWN BOARD MEETING FOR TOWN OF FRANKLIN
The April monthly meeting for the Town of Franklin was called to order at 7:00 p.m. by Chairman Dick Wochos, followed by the Pledge of Allegiance.
Officers present: Dick Wochos, Jim Wacek, Katie Duckart, Judy Kunesh and Joan Raisleger. Visitor: Peter Kolaszewski of Ayres Associates.
Jim Wacek made a motion to add approving the Bay-Lake Regional Planning Commission contract to the agenda. Katie Duckart seconded the motion and the motion carried. Katie Duckart then made a motion to approve the agenda. Jim Wacek seconded the motion. Motion carried.
Jim Wacek made a motion to accept the minutes as printed from the March Town Board meeting. Katie Duckart seconded the motion. Motion carried.
Treasurer Judy Kunesh presented the Treasurer’s Report, which shows a balance of $100,345.10. Katie Duckart made a motion to accept the Treasurer’s report. Jim Wacek seconded the motion, and the motion carried.
Zoning Administrator Jeanne Swagel reported that no building permits being issued during the past month. She did receive a check from PI Tower Development, LLC in the amount of $2700.00 as additional fees for meetings and publications for the proposed cell phone tower to be constructed in the Town of Franklin.
County Board Supervisor Ron Paider did not attend the meeting.
First Responder Tom Konop reported that there were 2-3 calls this past month. He also reported that there is someone who is interested in becoming a new First Responder in our Town. Chairman Wochos stated that he spoke with Larry Ullman from County Rescue and that County Rescue will be adding additional employees in the future. Tom Konop also commented that they would like to keep the donated TV at the Town Hall so that they can use it for training purposes.
Grass cutting quotes were opened and the quotes submitted were as follows: Kewaunee County: 1st cutting $4400.00, fence to fence cutting $11,600.00; Grumpies: One round $5200.00, Half the town $6350.00, fence to fence $11,500.00; Schleis Farms Custom Services LLC: Option 1 -$21,500.00 with $7500.00 due after first cutting, Option 2-Tractor with boom mower cutting grass $120 per hour, tractor with boom mower cutting brush $150 per hour, tractor with 10 ft cut mounted or batwing mower $100 per hour; Bielinski Excavating Inc: 48”-60” wide path 1st cut-$4,987.75, fence to fence 2nd cut-$9989.75. The bids were examined by the Town Board. The Town Board had questions on these bids and decided to table their decision until the May meeting.
Quotes for the Bolt Road TRID road project were opened. Northeast Asphalt, Inc. submitted the only quote in the amount of $262,280.00. After some discussion, Katie Duckart made a motion to accept the quote from Northeast Asphalt, Inc. in the amount of $262,280.00. Jim Wacek seconded the motion, and the vote was unanimous. The motion carried. Chairman Wochos then signed the Acceptance of Proposal. Peter Kolaszewski of Ayres Associates, our engineering firm, will deliver the signed Acceptance of Proposal to Northast Asphalt, Inc.
Jim Wacek then made a motion to accept the quote from Mark Raisleger for lawn maintenance at the Franklin Town Hall for the 2017 season at the rate of $22.50 per cutting and all other grounds maintenance at the standard town labor rates.
Jim Wacek made a motion to accept the contract price of $6,125.00 from Bay-Lake Regional Planning Commission to provide services for the update of the Zoning Ordinance for the Town of Franklin. Katie Duckart seconded the motion and the motion carried. Tom Konop then stated that our Zoning Ordinance could be extended for another year. The Town Clerk will send a letter to Ben Brancel, Secretary of the Department of Agriculture, Trade & Consumer Protection to request an extension of one year to complete the updating of the Town’s Code of Ordinances.
Town Orders #69 to #94 were discussed, approved and paid.
Our next monthly Town Board meeting will be Monday, May 8, 2017 at 7:00 p.m. at the Franklin Town Hall/Community Center.
There being no further discussion, the April Town Board meeting was adjourned at 8:20 p.m.
